Short Course Framework and Subsidy Structure
All short courses offered under CITB funding must be assigned to one of the following categories:
Essential Courses – up to 100% subsidy
Safety-critical, mandatory or core trade skills aligned with workforce readiness and compliance.
Important Courses – up to 75% subsidy
Courses that improve productivity, trade capability and operational performance.
Supplementary Courses – up to 50% subsidy
Courses supporting professional development, leadership and broader workplace skills.
ETPs must pass on 100% of the subsidy to the student. CITB provides a fixed administration payment for each short course to support the cost of training delivery.
Expanding Regional Delivery
To help ensure workers across South Australia can access high-quality training, the Regional Training Incentive provides ETPs with additional financial support to deliver training in regional and remote areas. This funding acknowledges the increased costs associated with regional travel and supports equitable access to training opportunities.
Supporting Education Pathways and School Engagement
ETPs play a key role in preparing the next generation of construction workers. Under the Training Plan, ETPs may be engaged to support:
- doorways2construction delivery
- Advanced Skills Programs
- Industry Immersion activities
- Technical College programs
- Parent engagement sessions
- School and industry partnership activities
These initiatives enhance students’ readiness for apprenticeships and strengthen school-to-industry pathways.
Quality, Capability and Continuous Improvement
To ensure consistency and high standards across all training delivery, CITB will continue to support ETPs through:
- Trainer professional development
- Improved research insights and industry data
- Strengthened reporting and evaluation requirements
- Implementation of a program evaluation framework
- Improvements to the Industry Dashboard
These initiatives help build a more cohesive, responsive and future-ready training system.
Supporting Diversity and Cultural Safety
ETPs may apply for Workplace Diversity Grants and are expected to support safe, inclusive and culturally respectful training environments. This contributes to greater participation, improved retention and stronger outcomes for learners from all backgrounds.
